IF THERE WERE EVER a fire, they would need that lane, and if someone were in it, it wouldnt be possible. its called the Broken Window effect. Malcolm Gladwell writes about it in his book The Tipping Point. If there is a building in new york city, and one window breaks- if they dont fix it, soon there will be a second, and a third broken window. People will view the building as less valueable and be more likely to break windows. So to, if one person parks in the firelane, more people will start to follow suit- and it is babo's job to make sure it doesnt happen.
